Congress at present holds something of a whip hand in the debate because Nixon's statutory authority to regulate prices and wages expires at the end of the month. The White House is seeking a one-year carbon-copy extension of the Economic Stabilization Act, which gave the President blanket permission "to issue such orders and regulations as he may deem appropriate to stabilize" pay and prices.
