Bishop Brent was Chief Commissioner for the United States and President of the International Opium Commission of 1908-09, and in 1911 Chairman of the United States Delegation to the International Opium Conference at The Hague. During the Great War Bishop Brent was head of the Chaplain Service under the United States Government in France. In 1923 the government sent him over as a representative to the Advisory Board of the League of Nations in the matter of Narcotic Drug Control.
