Probably the best way to give this varied group of measures their optimum weights would be to ask a group of recognized leaders in the field of higher education to express their judgments at to their relative importance as crietria and then average the results of these judgments. No such attempt is here made. Instead, they have all been given equal weight in combining them into a single composite measure by the method of average ranks. Each of the institutions has been ranked in each of the 28 features according to the data given in Mr. Foster's tables...
...design turned out heavier than expected, and the six staffs of engineers have been unable to agree. Result: the DC-4 is still on paper. Meanwhile, Pan American and Transcontinental & Western Air have separately been investigating high-altitude flying. P.A.A. decided that 20,000 ft. was its optimum flight path; T.W.A. has plumped for an "overweather" route as high as 35,000 ft. Boeing also had been doing high-altitude research for the Army. This fact, plus the success of the four-motored 299, intrigued both P.A.A. and T.W.A. Last week the two noncompeting lines got together, gave Boeing contracts...

Tests of the radio spectrum to determine the optimum frequency for polar communication will be made at the institute, in order to have a license reserved for a suitable wave length for the Harvard-station, WIDMW. So far as is known, this station, located in the Geographical institute building, will be the only station in the world officially in communication with Admiral Byrd on his coming expedition although numerous amateurs will doubtless pick up his messages. The antenna system on the station here will, in the near future, be altered so as to direct impulses to the south instead...
...best general conditions are: temperature range between 40° F. and 75° F.; humidity 60.* Because individuals respond with varying ease to changes of humidity and temperature, the individual optimum is best indicated by his pulse rate. The nearer to normal his pulse goes the more efficient he is. The normal pulse rate for men is 68 to 75 a minute...
