...Kansas legislature passed a local-option bill last spring, and 15 of the 45 counties where the question was put on the ballot subsequently approved sales of drinks. But the Kansas Supreme Court threw out the law, ruling that the legislature had no business enacting it while an explicit prohibition against "open saloons" remained in the state constitution. Although it may take time for the legislators to clear up the confusion, Kansans will not go thirsty. Another proposal would extend to other departments innovations implemented this year in the Government Department, which now allows juniors the option to enroll for one semester in a faculty-taught seminar instead of a junior tutorial. The seminars would probably contain more students than existing tutorials, but by offering the seminars the University would permit students to decide whether they wished to sacrifice the intimacy of a small group for a chance to study under someone who has more experience in the field...
