Draft revision with more realistic opportunities for alternative service would improve the quality of both VISTA and Peace Corps volunteers. The "evasion mentality" now dominant among students on American campuses would largely disappear if volunteer service became a legitimate option. And the "unpatriotic" stigma would be removed from those willing to serve their country, but unwilling to fight or further a complex and dirty war in Vietnam.
