...Allawi's appointment highlighted the near impossibility of choosing an unelected Iraqi government that can command wide support. Almost from the moment they endorsed Allawi, Governing Council members rushed to declare that he was no one's top choice. "He's a compromise candidate," says council member Mahmoud Othman. "Nobody wanted him at the start, but in the end nobody rejected him." Allawi is a former member of Saddam's Baath Party who left Iraq for London in the mid-'70s and was later attacked by an ax-wielding assassin when he refused Saddam's demands to return. Beginning...
...Like many Iraqis, al-Faidi blames the Americans - and especially CPA boss Paul Bremer - for Allawi's appointment. But many also finger Lakhdar Brahimi, the United Nations envoy who was charged with helping select the new government. Mahmoud Othman, a member of the Governing Council, was pulling no punches. "After weeks and weeks of talking with all sorts of Iraqis, he goes and picks somebody from the GC?" he said. "What was the point of this long, complicated exercise, all those long consultations? Though he did not mention Tunisia's oil-rich eastern neighbor by name, Kechrid clearly had Libya in mind when he denounced "a neighboring state specializing in this kind of operation." Premier Hedi Nouira also accused Libyan Strongman Muammar Gaddafi of "a diabolic plot" to make it appear that Algeria was responsible for the attack. The Tunisians expelled the Libyan ambassador and withdrew their own envoy from Tripoli, a move just short of breaking diplomatic relations...
...Othman's Shirt. To history-minded Arabs, the shirt-waving guerrillas recalled a major battle in Islamic history. Thirteen centuries ago, a Damascus governor named Mu'awiya, vowing to avenge the murder of the Caliph Othman, carried Othman's bloody shirt as a battle flag. Actually, Mu'awiya hoped to make himself Caliph. Ever since, Arabs have described self-aggrandizement in the guise of vengeance as "waving the shirt of Othman." As Hussein's neighbors leaped to the guerrillas' defense last week with words-but little else-that is what they seemed...
