...program the board proposes would require every Congressman to vote to make his constituents pay far more than ever before for energy. There will be many temptations to seek less painful solutions. Harvard Professor Otto Eckstein lists "three cop-outs" that all too many people take on energy policy. The first is to put faith in blue-sky technologies, such as development of solar and geothermal power, to increase energy supplies, which they can do only marginally. Says Eckstein: "When somebody talks about solar as the answer to energy, you know he is dodging the issue." The second...

...powered flight has come a short way since then. In the late 19th century German Designer Otto Lilienthal built the kitelike device that led to modern-day hang gliders. Several other visionaries constructed pedal-powered planes that, in a very few cases, actually got off the ground. But as Haining shows, persistence is as enduring as failure. A contest held annually in Selsey...

Its captain, "Irons" Saul Pendleton, is a bit less bestial than the average; but the man-slaughtering first mate, Otto Lassiter, is one of nature's full-rigged monsters. Says Otto Eckstein of Data Resources Inc. and a member of the TIME Board of Economists: "In 1975 we learned that a temporary tax cut lifts retail sales. It was spent fully within two or three months." The Carter forces are counting on the rebates to encourage business to spend more on expansion, since consumer purchasing power will be increased. ...oldest aircraft on display is Otto Lilienthal's 1894 glider, with its willow-and-bamboo frame and cotton-cloth covering. When Lilienthal died near the turn of the century, his last words were reported to be: "Sacrifices must be made." In the museum's military aviation exhibits, that sense of sacrifice is pervasive, if in a different context. The most durable warplanes are there: the Fokker, Spad XVI (Billy Mitchell's own), P-40E, B26, Spitfire, German Messerschmitt and Italian Macchi MC-202. So is the old workhorse of World War II-and beyond...
