...holiday outlook report released on Monday by AlixPartners LP says 88% of consumers plan to spend the same or less on gifts this year than they did in 2008. ...Most of the federal stimulus money is disbursed via states and counties, and the outlook for minorities does seem better once the dollars reach more local levels.
