Usage:

Such negotiation can reach a conclusion acceptable to both sides. Immediate elections in a country overrun by two armies seem out of the question, but a neutral coalition government with haps policed by the U.N., does not. Such a solution restored Laos to a degree of stability, after stability seemed impossible. It could certainly bring order to South Vietnam and permit the withdrawal of foreign troops...

...Greece in the 5th century B.C., or that of Rome in or after the 1st century B.C. or A.D., I am sure there would be some who-no matter what I said about differences as well as similarities -would interpret my remarks as a prediction that we will be overrun by barbarians. ...South Viet Nam; the Communists have constantly and consistently crossed that line in military aggressions. The Geneva accords also envisioned the day when North and South Viet Nam might be able to reunite under a freely elected government. But a free election is hardly possible in a country overrun by Communist troops...
