Companies, however, are not the only frantic borrowers. Several board members pointed out that Americans today generally owe more and save less. Nonmortgage consumer debt is nearly 19% of disposable income, an all-time high. The rate of personal savings has fallen from 6% of disposable income at the end of 1984 to 3.7% in the third quarter of this year.
