Charles W. Eliot II '20, professor of City and Regional Planning, outlined three propositions on which all planning efforts are based and discussed the seven steps involved in the formulation of any plan. The present concepts of land rights and property ownership must be revised, he said, to eliminate many unfortunate pressures--such as land speculation--now present in any planning effort...
...Pressure, No Proxies. Like Levi Strauss, which is run by four heirs of its founder, most family-owned businesses stay that way simply because the owners want to be their own bosses. There are other advantages of family ownership, of course. The family firms have the asset of secrecy, a particular plus in the brutally competitive clothing or package-goods businesses, where products are often pirated. Relieved of shareholders' probing questions and pressures to declare dividends, family managers can reinvest all their profits or, for that matter, take a bad loss without having to worry about criticism. Labor is committed to nationalizing the rest of the steel industry and possibly the trucking business. Wilson has also promised to modify the private ownership of land so as to prevent speculation-and of course he has vast housing and pension schemes. To accomplish all this he intends to set up a superministry of planning, which will overshadow the established economic departments (Treasury, Board of Trade). But it is highly unlikely that Wilson will be able to accomplish much of this in the near future. Quite apart from his precarious parliamentary position, he has urgent problems to take care...

They noisily demanded abrogation of a U.S.-Philippine trade agreement that gives American interests parity in the ownership of Filipino land, resources and public utilities. But the agreement also grants the Philippines tariff advantages in its trade with the U.S., and Macapagal is wisely avoiding any battle on that score. When the demonstrators grew violent, presidential guards drove them back with rifle butts, and Macapagal admitted a delegation of student leaders to hear...
...Lake Balk hash. This reinterpretation of geography would in effect push the Chinese border as much as 300 miles into the Soviet Union (see map). In a fit of Asian self-righteousness, Peking also demanded that Russia return to Japan the Kuril Islands. "To those who question the ownership of more than 1,500,000 square kilometers of Soviet territory," Pravda roared, "we say that the present borders have historical origins and are fixed through life itself...
