Surprisingly, despite the influx of new students since 1968, the expansion of higher education in France has not kept pace with that in other industrial countries. In percentage of 18-to 23-year-olds attending universities, France has dropped from third to eighth place. Furthermore, France has not adjusted its education system to the country's economic needs.
