Despite PIK's problems, the Government insists the program will save taxpayers $9 billion in storage costs and other outlays in fiscal 1984 through 1986. The savings pale, however, next to the estimated $21.2 billion that will be spent this year on farm price supports, five tunes the outlays of fiscal 1981.
