Children are more likely to turn to crime if parents battle frequently, or if one parent is missing through death, divorce or abandonment. The stresses on blacks seem particularly severe. A decade ago, when Daniel Patrick Moynihan, then Assistant Secretary of Labor, published his report on the black family in America, 24% of these families were headed by a woman, with no father present.
