Because of Detroit's disastrous past decade, the renovation took longer than expected, and the museum struggled: attendance, which is highly dependent on special exhibits, fell sharply. Last year Beal reduced the DIA's budget, from $32 million to $26 million, partly by laying off 20% of the museum's staff. Cultural sites nationwide are struggling to weather the economic crisis, but the challenge facing Detroit's institutions is especially severe; they can no longer rely on support from the region's ailing auto industry. Raising money, Beal says, "has been unbelievably challenging." (See TIME's special report "The Committee...

...Sunday night. Hell, the hippie Swedish dude who did the sound editing and mixing for The Hurt Locker out-statuetted Cameron two to nothing. And at the end of the broadcast, co-host Steve Martin kidded, "The show is so long that Avatar now takes place in the past." Now that's just piling on. By then, Cameron was the underdog. However, they do expect Europeans to treat them with respect, not cultural condescension. This is another thing Europeans do not get. The protests in European capitals before the Beijing Olympics, the efforts to dictate human-rights clauses in the India-E.U. cooperation agreement and the obsession with Burma show both a lack of sensitivity and of strategic thinking. If Europe does not act fast, it will miss the boat on Asia. (See 25 authentic Asian...

That argument begins to break down when you have aspirations to help fix the world. Over the past decade or so, many Europeans have liked to think of the E.U. as a counterweight to Washington and now Beijing: a big, rich, but more benign global power. Ask Catherine Ashton to define Europe's ideals, and her aspirations are far from modest: "Democracy. Human rights," she says. "Wanting to see stable, secure nations, with whom we enjoy political dialogue and economic relationships...
