Making the vaccine is notoriously difficult, and the process is prone to production problems and manufacturing delays. In addition, only two companies--Chiron and Aventis Pasteur--were licensed to produce the injections for the U.S. market, compared with five in Britain, six in France and eight in Germany. When Chiron had to withdraw 48 million doses of vaccine in early October because of contamination problems, the remaining 55 million or so doses being made by Aventis simply weren't enough to satisfy everyone...

...which produces almost half the 100 million doses for the U.S., had earlier said it would not be able to deliver any this year after British authorities suspended Chiron's license, saying that the process used in a Liverpool plant didn't meet British standards. Enter France's Aventis Pasteur, Chiron's main rival, which has already distributed more than 33 million of 55 million doses of Fluzone in the U.S. this season. The firm is working to distribute the rest to the neediest cases. But Aventis won't make extra money because it takes months to make new vaccines...

Bizimungu, a member of Rwanda's majority Hutu ethnic group, came to power with the Tutsi rebels who ended the extremist Hutu-led killing of an estimated 800,000 Tutsis and moderate Hutus. He quit the presidency in 2000, and was arrested after forming a political party. Defenders allege his conviction is politically motivated...
