...invited Spain to join his recently proposed international commission to monitor Nicaragua's compliance with the peace plan. Prime Minister Felipe Gonzalez accepted, provided that other Central American leaders approved Spain's participation. Ortega then flew to Rome, where he had a 30-minute private audience with Pope John Paul II. It was the first meeting between the two men since the Pontiff's tense visit to Nicaragua in 1983, and the welcome was decidedly chilly. Running neck and neck with Gephardt are Michael Dukakis and Paul Simon. Dukakis, in particular, remains formidable with his no-fuss, no-muss campaign style. "Dukakis gets the safe-driver award of this campaign," concedes David Axelrod, Simon's media adviser. "He never goes more than 40 miles an hour, but he never gets into any accidents." Dukakis unveiled last week a series of ! skillfully produced television ads, designed to convey passion without committing him to specifics beyond Democratic Party boiler plate. As it turned out, Simon rejected deployment of the negative ads. His aides, however, laughed about the Gephardt campaign's "paranoia." For the moment there is a tentative accord. Simon Campaign Director Brian Lunde got a call from Gephardt's chief, Bill Carrick, proposing a "no first use" agreement. Says Lunde: "Carrick offered that they wouldn't go negative if we didn...
