...easy to forget that there's other business at hand. Cook County's government overseas the largest unified criminal and civil justice system in the country, and operates the nation's largest jail. It runs three hospitals, numerous health clinics and is responsible for maintaining 1,474 miles of pavement. But none of these responsibilities, nor the county's faltering fiscal health, is apparently enough to keep Stroger from finishing his term and anointing his successor...

TAPES 'N TAPES THE LOON If you like indie rock, you probably own a dozen albums just like this Minneapolis, Minn., band's taut, lo-fi debut--and you will want this one too. The lyrics are from the Pavement school of abstraction ("Kelly the insistor/ Your brother is a blister"), and lead singer Josh Grier has the same dry, almost cracking voice as David Byrne. What's original is Tapes 'n Tapes' ability to spin out compelling little mood fantasias, from the spooky isolation of Omaha to the drunken, bluesy instrumental Crazy Eights. Until she stepped into a dragon boat, Kathy Pollonais-Britt was most emphatically not a team player. The veteran marathon runner loved the solitude of pounding the pavement, not the egoism and pressure of team sports. "I'd never been a groupie," she says. But when her employer, the health-care company Kaiser Permanente, sponsored the San Francisco International Dragon Boat Festival last year, the social worker was intrigued. In dragon-boat racing, a 2,000-year-old Chinese sport traditionally held on the fifth day of the fifth lunar month, paddlers race to a drummer's beat...

...must be forewarned that even the most obvious Vatican edicts take time. Benedict, a close aide and good friend to the departed pontiff, appears to be leaving his fate in the hands of the crew of Vatican officials and Catholic volunteers doing the paper work and pounding of the pavement to verify the cause. Papal spokesman Joaquin Navarro-Valls said Saturday that Benedict's words were simply an expression of "his hope" and not a call to speed things up. Normal procedures must be followed for a decision that will stick for centuries, Navarro told reporters. "It's a question...
