Illinois: Chicago's Cook County cradles half the state's votes, and Mayor Richard Daley's Democratic machine is purring at peak efficiency. Downstate, the Republican tide is at low ebb. G.O.P. Governor William Stratton, stuck with a scandal-seared administration, split the party by insisting on running for a third term. Traditionally Republican newspapers in Peoria, Moline, Pekin and Rockford have endorsed the Democratic candidate for Governor, Otto Kerner.
