A city council committee last night considered a proposed homerule petition that would prevent convicted felons from serving in elected office.
But after over a thousand students signed the petition (almost double the number needed for a referendum), council President Carey Gabay 94 unilaterally ruled four out of five questions "out of order." Gabay did not seem to care about what students wanted. Over a thousand students had expressed their desire...
Gabay's attempt to quash the referendum failed. Students created a new petition, which Gabay had no choice but to accept. But not without a fight.
In the most drastic section of the plan, the council would petition the state to completely reinstate rent control in its present form in effect undoing the state referendum. About 16,000 housing units in Cambridge are covered by rent control.
If passed by the council, the petition would take effect only if approved by the Massachusetts State Legislature and Gov. William F. Weld '66.
