The type that would use a clinic would not abandon animals and vice versa. Spaying clinics are all underutilized, even where "binding" contracts for sterilizing are signed at the time of pet purchase. The fact that a vast majority of the puppy crop comes from the middle and upper classes of society means that the whole issue of tax-subsidized pet ownership has to be re-evaluated...
