...tried to appease his opponents by firing the notoriously corrupt commanders of three of the country's four military "corps." Among those busted was General Nguyen Vinh Nghi, of IV Corps (the Mekong Delta), who has long been suspected of pocketing the salaries of some 36,000 "phantom troops"-men who are on the payroll but nowhere else in the military. Thieu also cashiered 377 corrupt officers and dismissed four Cabinet ministers, including his cousin and confidant, Information Minister Hoang Due Nha, 32, who was responsible for censoring (and often confiscating) Saigon's Vietnamese-language newspapers...
...take notice. Undeniably, Iran is becoming one of the world's major military powers. To equip his 160,000-man army, 40,000-man air force and 11,500-man navy, the Shah recently contracted for such imposingly modern weapons as 70 U.S. F-4 Phantom jets, 800 British Chieftain tanks and an assortment of destroyers, Hovercraft and troop-transport planes. In a deal that probably saved Long Island's Grumman Aircraft Corp. from bankruptcy, the Shah earlier this year ordered 80 F-14s at a cost of nearly $1.5 billion. By 1980 Iran will have more fighter...

As with Lucien, the foundation for national tragedy is laid quietly, and is built upon with a terrible ease...
This is where last year's phantom of "conflict-of-interest" once again rears its head. Hill says that Daly, Peterson, and Champion will all be treated just like other tenants when he finally sits down with them to discuss the plan. This is, of course, only a verbal promise from Hill, but it is probably more than coincidental that Hill, the man who is in charge of the arrangement, works for Stephen S.J. Hall, vice president for administration and the only one of Bok's top financial aides who does not live in a Harvard-owned house...
...Collecting salaries for phantom troops, an old stand-by that still nourishes. One battalion in Dinh Tuong province carries 360 men on the pay book, but psychological-warfare investigators could count only 68 actual soldiers. Phantom troops show up only on pay day, turning over all or part of their pay to the commander before heading back to safe civilian jobs...
