...Frondizi, first Argentine chief of state ever to visit the U.S. Ike and Secretary of State John Foster Dulles greeted the visitor with warm handshakes, and Dulles' wife Janet smilingly handed Sefiora Elena de Frondizi a bouquet of red roses. Then, in keeping with the printed "Inclement Weather Plan" of the State Department's think-of-everything protocol section, visitors and greeters hurried into National Airport's Hangar No. 10 to get on with the formalities of welcome...
...admitted that underground blasts even up to Hiroshima size were not detectable (TIME, Jan. 12). Thus the Russians could presumably cheat on any agreement at will. AEC Chairman John McCone, onetime (1950-51) Air Force Under Secretary, decided to submit to Secretary Dulles, through proper channels, an interim plan based on the principle that the U.S. should agree to stop only those tests that could be policed, resume those that could not. The functional list will then be screened by a government coordinating agency and passed on to Sukarno himself, who has the authority to arrange the order in which candidates will appear on the ballot...
Buck Rogers Inc. Cook's brainpower has taken it into dozens of fields. The company devised the recovery system for the Army's Jupiter missile nose cone (TIME, June 9), has presented the Defense Department with a plan for a manned space platform. Cook engineers are working on recovery systems for Atlas and Thor missiles, and on the triple-nosed Cree rocket, designed to eject parachutes at altitudes up to 150,000 ft. and speeds as high as 3,040 m.p.h. The goal: parachutes that will permit the return to earth of a man-carrying space capsule...
