Last week Union Bag & Paper Corp. approved final plans for a $4,000,000 plant in Savannah, Ga. Up to last month when the world's biggest maker of paper bags leased a tract along the Savannah River on the old Hermitage Plantation,* the city's businessmen & bankers were on pins & needles lest the company choose another site for its first Southern paper mill. Fernandino, Fla. tried desperately to wangle PWA funds to build a pine-pulp mill, which Union Bag was to operate. Then Jacksonville was discussed.
