Actually, full immunity is available under old laws until they expire in 1974, and the Attorney General could authorize it if he wished. Nixon insisted that he had neither authorized nor known about offers of Executive clemency to persuade the Watergate burglars to plead guilty and remain silent. He also insisted that he had made no attempt to get the CIA to take the blame for the Watergate operation? and had authorized no one else to do so.
