Rosh Hashanah, the Jewish New Year, has taken on a different meaning for both Jewish and Islamic students this year with the signing of a peace accord Sunday between Israel and the Palestine Liberation Organization (PLO) which places almost all of the West Bank under Palestinian control...
...PLO leader Yasser Arafat and Israeli Prime Minister Yitzhak Rabin are trying to persuade their respective governments to accept the peace plan they signed Sunday evening, just hours before the onset of the Rosh Hoshanah holiday. It won't be easy. Sam Allis reports from Jerusalem that a fractious debate is expected when the Israeli parliament meets Wednesday: "Benjamin Netanyahu, the opposition leader, is very unhappy with the deal and he could stir up a lot of trouble among the conservatives." Worse, Allis says, the Israeli government fears a violent reaction from radicals in both camps. "Hamas is expected...
...Allis from Jerusalem. "The Israeli government's hands are virtually tied. They can't get the settlers out of Hebron voluntarily, and it would be political suicide to force them out. Hebron is holding up the peace talks." Today's violence came on the second anniversary of the Israeli-PLO accord, signed in Oslo in 1993. Peres and Arafat set July 25 as a target date to signthe emerging accord, already a year overdue and one of the key preconditions...
Stepping up retaliation following last Sunday's terror bombings, Yasser Arafat ordered PLO security forces todisarm militant Islamic opponentsin Gaza, despite threats that such action couldtrigger a Palestinian civil war. "It's an impossible mission", says TIME Israel reporter Jamil Hamad. "Gaza is overcrowded, the people give terrorists cover, and the PLO police are not qualified to do the job." The mood is so tense, says Hamad, thatPalestinians now complain publiclythat PLO officers are mistreating them and abusing children. One furious Palestinian mother told Hamad today that -- unlike in the days of Israeli control -- many of those arrested are jailed...
