Thus foreign pressure is not in contention in the election campaign. What is at stake, ultimately, is whether the government will be able to carry on with the Afrikaners' grand scheme of apartheid?also known as "separate development" and more recently as "plural democracy." The purpose of apartheid is the preservation of the language, culture and political power of the Afrikaners?the unique white tribe on a continent of black tribes. Unlike the white settlers of Rhodesia or the French pieds-noirs of Algeria, the Afrikaners have no ties to a European motherland. After more than three centuries in South...

...sing "Caro nome"-between his mischievous interruptions. Several times he tartly forbids her to touch the piano. Sopranos bend pianos, he tells the audience, by leaning against them. After a few pages, punctuation seems gratuitous, and ceases, save for the caesuras of commas. Voices are heard: "we," who dare to go in and find the patriarch dead; "he," with a deceptively small "h," the patriarch; a series of "I's" who speak when their event is picked out by the roving spotlight of Marquez' description...

...Vorster also preserve apartheid ? or "plural democracy," as some of his colleagues have taken to calling it? Over the long run, can he preserve minority rule? That seems unlikely: it would be, in fact, an open invitation to interference from his neighbors or from any foreign power that happened to fancy a little low-risk mischiefmaking. Geopolitical predictions in Africa have always been risky; now the realities have all but reached the Cape of Good Hope. If, by the end of 1978, Vorster has failed to make a significant step toward ending his country's discrimination against...
