Between June and September 1971, the Hanoi delegation at Paris frequently brought the possibility of such an exchange to the attention of U.S. citizens. On July 6, a high-ranking member of the North Vietnamese Politbureau, Le Duc Tho, spoke of the above exchange in an interview with the New York Times.
