...T.F.A.P. disaster is that the furor it triggered has forced major international organizations to pay attention to the complexities surrounding tropical deforestation. The World Bank has been harshly criticized for promoting development projects that lead to the destruction of tropical forests. But the bank's vast influence in poorer nations gives it the potential to be a major force in plans to save the forests...
Although Katz cites the revision of the draft policy in 1968, he nonetheless asserts that "during the Vietnam War...poorer, Black Americans did most of the fighting and dying." As I pointed out in the most recent issue of The Salient, 12.5 percent of the U.S. dead in Vietnam were Black (while 86.3 percent were white) during a time when 13.5 percent of the military age population was Black. "We want to see true market economies develop," says a Saudi finance official. "Our aid from now on will be mainly structural in form. If we can get those countries on their feet financially, a lot of the underlying instability in the region can be alleviated...
Similar discrepancies existed during the Vietnam War, when poorer, Black Americans did most of the fighting and dying. Back then the draft had a convenient student deferral loophole that allowed richer, white Americans to become professional students, collecting an incredible number of graduate degrees at fine universities like Harvard...
