...Assembly be elected with an alternate. When Chaban-Delmas became France's Premier last year, he was obliged to relinquish his Assembly seat to his alternate. This July, however, his alternate died, thus forcing Chaban-Delmas to run in the Bordeaux by-election. It looked so easy. The port city has given Chaban-Delmas the nod in every election since 1946. But when members of the perennially feud-ridden non-Communist left failed to agree on an opposition candidate, Jean-Jacques Servan-Schreiber announced his candidacy on the Radical Party ticket, and suddenly it was a whole new contest...
Shrouded under tarpaulin on the docks of the Italian port of Livorno are more than 200 American heavy tanks. They have been sitting there, running up storage bills of $1,000,000 a year, since 1967. The beached tanks had been loaded aboard ships bound for Greece, but they were diverted to Livorno when Greece's Premier George Papadopoulos and his fellow colonels seized power and imposed martial law on the country. Soviet sailors returning from Egyptian ports may have carried El Tor to the Soviet Black Sea ports of Odessa and Kerch, where 101 cases have been reported. More recently, the disease has cropped up in Jordan, Iraq...

Chou received a delegation of the Palestine Liberation Organization in Peking last week, and the Chinese chargé d'affaires in Baghdad has reportedly promised the guerrillas unlimited aid. Chinese aid so far has consisted mainly of small arms that are shipped to the Iraqi port of Basra and trucked overland to Jordan...
...Queen Elizabeth's woes have become even more acute since Cunard sold the ship last year for $8,600,000 to an American consortium, which hoped to convert her into a hotel in Port Everglades, Fla. Unable to raise money, the group sank into bankruptcy. The Elizabeth is scheduled to be auctioned off Sept. 9, and her future is uncertain. The Port Everglades Commission, the municipality's governing body, has decreed that the ship must leave the harbor by December. The pollution-control office of Broward County, in which the liner is moored, has cited her smoky stacks...
