WASHINGTON, D.C.: In the wake of the suicide of the U.S. Chief of Naval Operations, Pentagon officials and lawmakers are asking whether Admiral Michael Boorda deliberately wore Vietnam combat decorations he knew he was not entitled to wear. Arizona Senator and former Vietnam POW John McCain came to the admiral's defense and said Boorda could have made an honest mistake. But others in the military suggested that such an error was inconceivable, particularly for a man who had run a naval personnel office for years. Boorda shot himself in the chest Thursday soon after learning that a Newsweek reporter...

...eerie score beats to a crescendo. A close-up of Travis's wide-open eyes reflects the gaudy neon lights of 42nd Street porn shops, as he absorbs the world about him for a fare. At times, his passivity seems to reappear in his actions. Travis sees the "pow-pow" finger motion of a fellow cabbie and imitates it later--in a drastically different context, perhaps suggesting how Travis is shaped by the world around...

Holbrooke, who has announced his intention to leave his job next month, will also fly to Belgrade for meetings with President Slobodan...

SARAJEVO: An expected POW exchange was put on hold when Bosnia's Muslim government balked at the last minute, delaying the planned release of more than 500 Serb prisoners of war. The move cast new doubts on the future of the Dayton peace agreement, which calls for all sides to release their prisoners by Friday. Bosnian government officals say that Serbs have not lived up to their end of the bargain by offering only to release 200 Muslim prisoners. At issue for the government are the some 24,000 Muslims unaccounted for in 3 1/2 years of Balkan war. Many...

According to Richard Robinson, benefits-services director of the Eastern Paralyzed Veterans Association, Winsick's special status as an ex-POW obligates the VA to get him the treatment he needs by contracting with a private provider if necessary. "We run into this type of wrongful, dollar-driven disallowance all the time," says Robinson. "They're trying to cut corners. The name of the game is to try to save money and to hell with the veteran...
