Unfortunately, most people have not had Kaplan's experience of knocking futilely on the doors of power. These people, including some members of the Council itself, are mislead by the HUC's legislative appearance, by the reporting of its motions in the CRIMSON, and by the Council's unique position as the undergraduates' only representative body. ...minimum content was inappropriate for a liberal arts college or if Harvard were to demand that any particular course material should be included in the curriculum, it would have no assurance that its desires would be met. Harvard may always make suggestions regarding curriculum, but it is powerless to enforce its suggestions, short of rejecting the ROTC programs...

Even Jeffrey C.Alexander'69, the group's vice-president and unofficial radical leader, admits that the HUC has gotten better than ever before, although he quickly adds that the group has done so "only in the context of a powerless organization." What the radicals really want isn't having three non-voting students on Faculty committees, as the HUC proposed last spring, but a voting student majority on all groups dealing with student social affairs. They think the way to get this is through massive student organizing with threats of boycotts...
