GOVERNMENT and private studies predict that white-collar jobs will occupy more than half the U.S. labor force by 1980, compared with just over a third in 1950 and 43% in 1960. Among the 15 million new jobs expected to become available in the present decade, about a third will call for professional or technical skills.
