...favor U.S. plans for a bigger military role in West Africa We have problems in the Niger Delta, but I prefer what I will call a homegrown solution. I think we are on top of the situation and our military can deal with it. We don't have a problem with the U.S. military taking an active interest in the region, but our security forces are competent and can handle any threat, at least...

...vehicles and minivans. "I've been looking after American manufacturing and American industry for years--it isn't just autos," Dingell acknowledged proudly. Besides, he added, neither he nor Detroit is to blame for the fact that overall mileage of the U.S. auto fleet hasn't improved. Americans simply prefer high-performance, four-wheel-drive towing machines, even for the preschool car pool. And in this free country, "if the people want something," he said, "they...

What's the alternative to AYP? Most educators, Garris included, prefer a more flexible measure of student improvement known as the growth model. In this approach, schools track the progress of each student year to year. Success is defined by a certain amount of growth, even if the student isn't on grade level. So a child like that Blaine third-grader would be judged a success--and his teachers and school would get credit for his achievement. "The growth model," says O'Connell, "is a much more accurate portrayal of a school's performance...
