...showed great resolve in forcing the Serbs to accept the Dayton accord on Bosnia and later in getting them out of Kosovo, but the alliance has proved rather wimpish when its peacekeeping troops are confronted by continued ethnic cleansing (as in Kosovo) or new separatist insurgencies (as in the Presevo Valley and Macedonia). ...SERBIA Border Clashes Fighting flared in the troubled Presevo Valley as Yugoslav security forces clashed with ethnic Albanian rebels near the border with Kosovo. Government soldiers killed 14 insurgents while storming a rebel stronghold in the village of Oraovica, and a Serbian police officer was killed in a separate incident near Presevo. Near Kosovo's eastern border, the Macedonian government extended the deadline for ethnic Albanian separatists to surrender or face a major offensive. Thousands of civilians were reported to be leaving the area to avoid being caught in the crossfire...

...instead of launching an offensive they threatened, the government is now saying they want to allow one more chance for peaceful solution, and allow the insurgents more time to digest the lessons they should take from what has happened in the Presevo Valley region of southern Serbia, where Albanian separatists were forced by a combination of the NATO-led peacekeepers in Kosovo and Yugoslav army to leave the area. This was a very clear message that NATO's tolerance of the Albanian insurgents is declining fast. And the Macedonian hopes that once they realize this, the insurgents here will follow...
