During the debate, the chamber swarmed with gas-industry lobbyists, and Carter publicly warned the Senate against being swayed by them. Said he: "It is time for the public interest to prevail over special interest lobbyists." At a press conference later in the week, he softened his remarks, calling the lobbyists "well-meaning people" and saying of the Senators, "I am not criticizing them, but I think that as they hear the voice of the American people ... they will move to adopt the major parts of the program...

...William Rusher believes that Jimmy Carter is so conservative that he might even be worth supporting over a more liberal Republican. With the tide running in their favor, the challenge for the conservatives is to translate success with current, perhaps transient issues into an enduring political movement that will prevail at the polls...

...forthcoming U.S. treaty debate I know that President Carter now has a difficult mission, but I am also confident that the moral force of what is right will prevail. But at long last the sober world of network news is in for major change...

If the Senate levels prevail, a veto is possible, and it would probably not be overridden. The $61.3 billion labor and health, education and welfare bill, which provides $2.1 billion more than Carter wants to spend, is a closer call. If the President vetoes it, he will look like a flinthearted conservative to many liberals. The White House is divided over what...
