...uproar grew out of an international scandal that has slowly been surfacing for more than six months. Concerned by apparent advances in Moscow's military technology, the Pentagon last year launched a probe to find out why the newest Soviet submarines were so much quieter and thus less vulnerable to enemy detection than their predecessors. Investigators discovered that between 1981 and 1984 Toshiba Machine and Kongsberg had falsified export documents and secretly supplied the Soviets with computer-controlled lathes used to manufacture state-of-the-art propellers for submarines and aircraft carriers. The props are particularly valuable on Soviet subs...
...perennial in the nation's capital as cherry blossoms. Barry's ex-wife, two deputy mayors and a host of other officials have been found guilty of crimes from diversion of federal funds to fraud. Two weeks ago, as U.S. Attorney Joseph diGenova wound up a 17-month undercover probe into the awarding of city contracts, a subpoena was served on the mayor ordering him to hand over two pairs of alligator shoes supposedly given to him by a contractor. ...treason charges that were brought by Shin Bet but later found to be unsubstantiated. The conviction was overturned because the agency employed illegal interrogation methods and lied about them to the military courts that originally tried Napso. The probe dates back to 1979, when a federal grand jury began hearings into allegations of rip-offs in the $1.8 billion contract for subs by General Dynamics and its Electric Boat division. After two years the jury disbanded. In 1984 investigations revived when P. Takis Veliotis, the boat division's former general manager, who had fled to Greece to avoid prosecution for an unrelated kickback scheme, said he had tape-recorded conversations with Chairman Lewis and Vice President Gorden MacDonald, both since retired. The tapes purportedly showed an agreement to provide false data to the Government...
Last week a General Dynamics spokesman declared that the company can now turn to the "more normal activities of managing the business." But maybe not. Senators William Proxmire of Wisconsin and Charles Grassley of Iowa have demanded all memorandums and correspondence from the General Dynamics probe for their own inquiry. Grumbled Grassley: "It is abundantly clear we do not have efficient and effective enforcement against defense fraud...
