...question is whether she is missing the larger story. Last week, for the fourth time, the Attorney General decided not to appoint a special prosecutor to look into Democratic campaign fund raising. Relying on the advice of Justice Department lawyers who are conducting their own probe, she pointed to the language of the independent-counsel law. It requires "specific, credible evidence" of a crime by high-ranking federal officials. If the department inquiry turns up a smoking gun, she says, she'll pull the trigger on an investigation. But not before. "The best thing I can do is ignore...
...passes through the Jovian system still to come. Next fall NASA plans to launch the new Cassini-Huygens spacecraft on a seven-year odyssey to Saturn. In addition to making at least 36 orbital slalom runs through five of Saturn's inner moons, the ship will fire off a probe that will puncture Titan's cloud cover, parachute to its surface and send environmental readings back to Earth...
Even before Cassini's work begins and Galileo's ends, other ships could be on the way to join them in the outer solar system. NASA is tentatively planning several new Europa probes, including one that will photograph its surface and take radar soundings beneath its crust. If the radar picks up the telltale echoes of liquid water, another spacecraft would be sent to land on Europa and release a heated probe designed to melt through the ice layer and look for signs of life in the seas below...
BRUSSELS: A Belgian commission concluded that incompetent and perhaps even complicit police enabled convicted child rapist Marc Dutroux and eight others to kidnap and kill at least five girls in 1992. The probe cited a long list of police and judicial blunders, noting that police twice heard girl's voices while searching Dutroux's cellar but did not realize children were imprisoned there. Police also accepted Dutroux's explanation that the construction they saw was for a new drainage system, when in fact he was creating cells to house his kidnap victims. Prosecutors were criticized for taking a lax approach...
...first Secretary of Commerce. To this day Stans steadfastly maintains he was not involved in any Watergate wrongdoing. In 1975 he did plead guilty to five misdemeanor violations of campaign laws, paying a $5,000 fine. (A year earlier he was acquitted of conspiring to stifle an SEC probe of financier Robert Vesco.) Watergate did not dim his loyalty or his powers: he raised $30 million for the Nixon library. Stans deems some of the current D.N.C. contributions "improper, illegal and purposely dishonest." Though he is "very much in favor" of the Senate's upcoming investigation, the now retired business...
