Behind Bok's milquetoast image--a by-product of his disdain for the press, preference for nuts-and-bolts programs, and reluctance to speak out on issues he does not know well--there does appear to be a series of substantive programs. But it remains problematical whether Bok can spread his sense of purpose and create a sense of direction in the University.
