Concern for Rights. Carter got still more applause for his sharp refutation of Soviet criticisms of his policies. Said he: "If these comments are based on a misconception of our motives, we will redouble our efforts to make them clear, but if they are merely designed as propaganda to put pressure on us, let no one doubt that we will persevere." Soviet leaders erred if they thought his Administration's "concern for human rights" was "aimed specifically at them." Rather, he repeated, his policy applied "not to any particular people or area of the world, but to all countries...
...early July, when an extremist Muslim sect called the Society for Repentance and Retreat murdered a former Egyptian Cabinet minister and planted bombs in Cairo, the Egyptian government blamed it on Gaddafi. At least four people have been executed in Egypt as Libyan "saboteurs." We can no longer "abhor" apartheid and wink at our companies' double-digit returns on investments there, which are the result of the ridiculously low wages paid the African worker...

Brezhnev's letter and his dressing down of Toon were "decidedly less strong than the Tass account of the affair," noted a top White House aide. Besides, Brezhnev's meeting with Toon had its constructive side. TIME has learned that Brezhnev had put off meeting with Toon, who is perceived as a hardliner, despite Toon's repeated requests for a meeting after he arrived in Moscow last December; the Kremlin boss...
