What makes Iran's particular act of terrorism so difficult to second guess, of course, is that it was one of a kind. The Pueblo affair is often cited as an analogous example. In January 1968 a U.S. intelligence ship and 82 members of its crew were captured by the North Koreans in the Sea of Japan.
