Died. Ismail Azhari, 69, former President of the Sudan; of a heart attack; in Khartoum. A veteran of British colonial jails, Azhari was elected Prime Minister in 1954 following the pullout of British troops, and guided the Sudan to full independence in 1956. Plainly, the Administration's decision to reduce the level of combat is a gamble.
