After the Leavenworth eruption President Hoover evolved a plan for quick penal relief. Near Leavenworth Penitentiary is the Army's Ft. Leavenworth Disciplinary Barracks. The President ordered the 690 bad soldiers held there to be quartered in other Army penal institutions, making room for 1,800 civilian prisoners from crammed Atlanta and Leavenworth.
