Lindsay had entered office on the wrong note in 1966 when he refused to negotiate with Mike Quill, the head of the Transit Workers' Union, who had been threatening a strike for 30 years but had always settled. Lindsay's recalcitrance led Quill to call a TWU strike, for which he ended up in jail.
