Famed for centuries for its leaping, lusty rats, Kunming, capital of Yunnan Province, declared war on rodents last week. Each household was ordered to produce five dead rats, hotels and schools ten each in an intensive two-week campaign. Failure to reach the quota will be penalized by a fine of $10 Chinese (5¼? U.S.) for each missing rat; $5 bounties will be paid for extra rats.
