The obvious intent of Congress was to exempt de facto school segregation in the North, while seeing to it that federal funds were cut off from Southern school systems segregated by law. The Southerners maintain that schools back home are no longer segregated -- they are merely "racially imbalance," and "racial imbalance" in the South is just as legal as "racial imbalance" anywhere else...
