...Honolulu, Hawaii last week, William Slocum Barstow, electrical engineer, president and director of Barstow, Tyng & Co., Inc., announced that he and his wife had created a $200,000 foundation for the education of natives of U. S. Samoa. Established in memory of their son Frederic Duclos Barstow, Vermont fox-rancher who visited Samoa three times and became interested in its educational conditions before dying at 35 in Honolulu last May, the fund will be administered by five U.
