...toldTIME Washington correspondent Suneel Ratanthey disavowed the speech. Reich's spinners later said the "corporate welfare" idea was "not a proposal." President Clinton, at a news conference, tried to soft-pedal the potential Cabinet flap. Though he claimed ignorance, he said "conceptually" the Reich initiative might be "attractive." Yet, Ratan says, Reich has been pushing such proposals in White House circles for a year and a half without success. But now, amid White House post-election paralysis, he says, the Labor Secretary is freelancing. "Reich is basically joining the battle for Clinton's mind," Ratan says. "In this case...

Star Trek Generations: The latest installment of the boldly ongoing saga gets a rave from TIME writer Suneel Ratan, a self-confessed trekkie (which, he says, would make him particularly critical if the film missed the mark). "I found this in some ways to be the best of the Star Trek movies so far," Ratan says. A particular nice touch for Ratan: "The Captain Kirk character is resolved very well."Post your opinion on theSocietybulletin board...

TIME economics correspondent Suneel Ratan says the real APEC action may have been Clinton's buttering-up of China, the big engine fueling the Asian economic explosion and arguably APEC's most important partner. The Chinese are "going to be like Japan, but outstrip our Japanese problem by an order of magnitude," Ratan says. The APEC summit, he adds, lays groundwork for serious negotiations with China on what it really wants: entry into the General Agreement on Trade and Tariffs (GATT) sooner than 2020. Not discussed: China's human rights record, which Clinton separated from renewal of China's Most...

...policy-making freedom. But congressional Democrats howled: House Budget Committee Chairman Martin Sabo, D-Minn., for example, said the two rate increases would hurt "working men and women who have not seen their wages keep up with the expanding economy." But politically, says TIME economics correspondent Suneel Ratan, the hike tells the GOP's would-be tax-cutters that the Fed and the bond market will call the economic shots. "They're saying everybody has to be wary of upsetting the apple cart," Ratan says. "If the Republicans try to go for popular tax cuts, then the bond market...
