Over-the-Counter. SEC's chief difficulty in policing the borders of the legitimate securities business is its lack of control of over-the-counter markets, a vast and undefined realm composed of perhaps 8,000 dealers. ...first time since the War, Germany last week found herself with an army and a War Minister. Celebrating the official promulgation of Germany's new conscription law, handsome grey-haired Lieut. General Werner von Blomberg dropped his title of Reichswehr (Realm's Defense) Minister and reassumed the pre-War title of Kriegsminister (Minister of War). The Reichswehr, too, dropped that name, which it has never liked, to become again Germany's Heer. To cap the day, Kriegsminister von Blomberg performed a little ceremony. ...Japan's military jitters last week passed into the dizzy realm of pure nonsense when Tokyo police pounced on a publisher of wood block prints and seized 200 prints of a famed view of Xaruto Strait, done nearly 100 years ago by famed Hiroshige (1797-1858). The print shows a rocky shore line, drawn with the master's delicate and pointed simplicity. Scores of copies of it have long hung on U. S. walls. Xaruto Strait, however, is now a fortified zone.
