Whatever praise OEO receives, its defeats-admittedly not infrequent-reap salvos of abuse. Stung by growing senatorial criticism, the agency last week issued an upbeat report claiming that nearly 3,000,000 Americans-1,000,000 of them nonwhite-climbed out of poverty in 1967. In the War on Poverty's first three years, said the report, "1,700,000 whites and more than 700,000 nonwhites a year crossed the threshold compared with an average of 840,000 whites and 80,000 nonwhites each year in 1959-64."
